Nintendo has reintroduced Ordinances in the latest content-packed update for Animal Crossing: New Horizons, having first appeared in Animal Crossing: New Leaf.
Once you start your game, Isabel will give you a brief overview about them in her island broadcast before asking you to visit her in the Resident Services building if you want to learn more.
“As I said in the broadcast, we can now enact ordinances, special rules that change things about the island,” she explains. “The others and I decided that, as our Resident Representative, you should be in charge of our ordinances. This means you can enact or dismiss any ordinance to try to make life here easier.”
Whenever you want to talk to Isabel about ordinances, head to Resident Services to speak to her, choose to Review Island Features and then Discuss Ordinances. As there is “lots of paperwork” involved in enacting an ordinance, you will be charged 20,000 Bells as “a collaboration and filing fee.”
There are four Ordinances – Beautiful Island, Early Bird, Night Owl and Bell Boom – but only one can be active at any time. However, they can be cancelled free of charge. Once you have paid the price tag for one to be in effect, it won’t be enacted on your island until the next day.

Isabel: “For this one, we’d ask folks to pitch in with weeding, watering flowers, and clearing trash from our waters.”

Isabel: “With this, we’d ask our residents to be more active in the morning and our businesses to open earlier.”

Isabel: “This would boost nightlife by asking folks to stay up later. We’d also have island businesses extend their hours.”
What Does The Bell Boom Ordinance Do In Animal Crossing: New Horizons?
Isabel: “This would cause the cost of goods on the island to go up, but so would the amount folks get from selling!”
